Another suggestion for punishments: re-chipping. It's been suggested more than once IC, and while it isn't possible without the scientists help it's still a good punishment for those who abuse their powers without resorting to just killing them.

Well, yes...the death penalty would effectively put the chip back in someone. Though what if the crime wasn't severe enough to warrant a death? What if it was just property damage and no one was really hurt?
