Um, to make things more concrete, I guess. To be around to negotiate between players and make final decisions regarding laws, imprisonments, etc. If the mods are involved, people would be more likely to pay attention, fixing your apathy/ignoring problem.

It would make the Force seem more "official" and non-optional though, so it's a tricky business.
