Any pokemon except an appable one (like... Mewtwo and I think Lucario, I think that's it |D), specific ones of canon characters (so you can have a Pikachu, but not Ash's Pikachu) and legendaries yeah (mostly because a lot of legendaries either do something insane like control the kanto gulf stream or they have a human personality and talk in the show). All pokemon will need to get their chips out though before they can use their poke-powers o/
